This article analyses the present policy which regulates the order of field facilities construction. Authors compare the regulations of RF Urban Planning Code and RF Law «Concerning Subsurface Resources», review the main problems of Russian Federation Town Planning Law application during license acquisition to field facilities construction necessary for subsurface usage. The analysis revealed the discrepancy between RF Urban Planning Code and RF Law «Concerning Subsurface Resources», drawbacks in legal regulations of license acquisition order to field facilities construction necessary for subsurface usage, as well as incorrectness in document content established requirements, justifying the possibility of such license acquisition. In response to mentioned problems, authors suggest to bring necessary corrections in RF Urban Planning Code. Bibliographic list presents the range of regulatory acts, justifying the order of document preparation and construction permission issuing as of September 2011.
