Abstract |
Efficient utilization of mining waste is a pressing problem in the long-term mineral producing regions. Mining waste, alongside with the main commercial components of gold and silver, often contain associated metals, rare and rare-earth elements, which remained unrecovered due to technological constraints and low value. The trends of the market movements are evaluated in terms of raw materials and potential content of useful minerals in mining and processing waste in tailing ponds of tin mines operated in the Magadan Region in the 20th century and at dumps of 43 placer mines in the Central Kolyma area. Based on the cost estimate of strategic raw materials contained in the tailings of processing at the Magadan tin mines and in dumps of gold placer mines, the authors illustrate economic efficiency of integrated recovery of all useful components from mining and processing waste. The legal, organizational and economic aspects of introduction of mining waste in operation in the economic sector of the country are determined. The study was partly supported by the Far East Branch of the Russian Academy of Sciences, Grant No. 15-I-8-011: Estimation of Impact of Institutional and Resource Demand Shocks on Socio-Economic Development in the Regions of the Far North-East of Russia. |
