Abstract

Fluctuations in the environment of performance of a mine necessitate generation of a strategy of safe and efficient mining expansion and sustainability to meet the demands of the key subjects represented by the mine itself, government, investors, owners, managers and employees. This article presents the structure of a mine as a social-and-economic system intended for pursuing goals and meeting demands of each of the business subjects. One of the important features in the performance of a mine as a social-andeconomic system is its essential susceptibility to the influence of human factor. The degree of the human factor effect considerably governs one of the basic internal characteristics of a social-and-economic system functioning and evolving in the surrounding environment – sustainability. A special place in the line of the human factor formation and control tools is rating since, in point of fact, a rate conditions a balance – the ratio of factors that strengthen or weaken sustainability of a mine as a social-and-economic system. It is necessary to determine the needs of the subjects, the goal of development and rates to rise to the next level of utilizing the technical potential of a mine. The conceptual approach proposed by the present article authors for the social and economic rating is based on the regulation and maintenance of the junction between the social and economic needs, goals, liabilities, interaction models and performance of the mine subjects. In order to enhance the mine development management, it is necessary to trace and take into account the needs of the subjects, to determine their goals and to structure a system of their correlation and interaction, i.e. it is required to add the technical, technological and organization rate setting, prevailing in the theory and practice of mine management, with the social-and-economic rating. The analysis of the performance of some mines shows that the inclusion of the social-and-economic rating in the structure of the mine personnel management in terms of the staff motivation to enhance operational safety and efficiency results in the labor productivity gain, in increase in output of equipment and in improvement of product quality. The authors’ conceptual approach to the social-and-economic rating in a mine makes a definite contribution to the development of a theoretical and methodological framework of the mining industry development.
