Abstract

Quality of specialists training in any branch of economy is a key issue of evaluation of professional education efficiency. Mining and metallurgical industry, faced with a growing deficient of personnel, extremely needs efficient and independent systems of professional development evaluation. Institutional and legislative aspects of such systems are one of the most discussed subjects in the academic and professional communities. University lecturers and trainers in the Russian Federation, within their authorities, always pay much attention to the specified issue, by formalizing approaches to the problem solution associated with the professional education quality and by offering instructional guidance for specific education areas. The said problem is of concern both in Russia and in the world. The performed analyses yield that independent evaluation of specialists training for the mining and metallurgical industry in Russia, based on procedures of professional and public accreditation, should use professional standards to harmonize employer requirements and qualification of university graduates. Organizational decisions aimed at implementation of the modern ideology of independent educational development quality are advisable to be entrusted to the system of the Professional Skills Councils. The first success in this regards was achieved in the Council established in 2016 at the Association of Mining and Metallurgical Enterprises in Russia.
