Abstract

The strategy and tactics of development of the environmental impact assessment (EIA) are crucial when selecting environmental policy within a project or for a company. Mining companies submitting their projects for state examination should be prepared to defend them both based on the project materials and using the data of production performance and environmental management. Ecological issues should be decided in full as the project accomplishment, especially in the sphere of mining and processing, considering uncertainty, bears the environmental risks. Accordingly, poor preparation of the project documentation is the risks to be faced in the course of the state examination, and fist of all, these are financial risks as the negative expert opinion delays implementation of a project. When the design object is a production plant to be placed in the same area of a mine infrastructure within a mining and processing company, and it is included in the single cycle of mineral mining, pretreatment and processing, the environmental impact of this design object should be assessed wholistically and not separately from the general infrastructure and other objects placed in the infrastructure area. Identification of significant ecological aspects of a design object and the entire infrastructure where the object belongs allows sound selection and management of measures toward considerable mitigation of the environmental impact of the object. Integrated EIA at Novoangarsk Preparation Plant within Gorevsky Mining and Processing Company enabled planning precautions to abate the environmental impact of the plant production activities and made it possible to draw a list of efforts to be undertaken by the customer to fulfill the requirements of the environmental legislation. This work results helped accomplish the project and receive the positive decision of the state examination.
