Abstract |
Under consideration are the economic mechanisms of subsoil use control and the institutional conditions of ecological policy aimed at sound subsoil use and transition to “green” economics. The article addresses principles of ecological policy in subsoil use that will enable environment-oriented economic advance. The analysis covers the mechanisms of mitigation of the environmental impact based on the “green” upswing. The classification of mechanisms of ecological policy in subsoil use is offered, with the criteria represented by the scale (level) of impact, scope of a control tool, methods of control, action force and its direction, objects and subjects of management, and sources of financing. The authors justify the requirement to involve waste formations in commercial management in order to expand the resource supply base in the mining industry and to eliminate the environmental damage by means of creation of waste management funds.
