In focus are some legislative acts in the sphere of subsoil use. The authors highlight basic provisions of legislative acts that are inadequate relative to the current situation in sphere of development of mineral resources and raw materials. The proposals are offered to improve Russian legislation in subsoil use based on experience of operating gold mines of the Russia’s Far East, aimed at optimization of investment climate in the sector of economic activity concerned with the mineral and raw material resources, sound subsoil use and stimulation of mine waste management. In particular, the proposals engage simplification of licensing procedure for geological survey and development of mineral deposits, paperwork and expert investigation, minerals inventory and distribution, changes of license area boundaries as well as legislative (taxation) encouragement of mine waste management. A notification procedure is offered for mineral inventory and distribution, and an explanation is given for the required expansion of authorities of territorial subsoil use agencies to be given the right to deal with basic procedures of licensing, control and paperwork. The legislative development may become a forceful tool of revitalization of investment activities in the mineral and raw material sector of Russia’s economy.
