This article deals with the issues and prospects for participation of Sarov Physical and Technical Institute (SarPhTI) in Skolkovo innovative scientific industry cluster project. They are closely connected with the course of economic modernization of former Russian President Dmitry Medvedev. This article gives an overview of the Skolkovo project, of National Research Universities, and what place has SarPhTI in it. The possible areas of cooperation of SarPhTI and Skolkovo in the information and nuclear technologies are analyzed in details and substantiated. A detailed analysis of the essential Skolkovo structure is given in terms of the system and activity approaches. The process of innovations creating is considered, its major components are identified. Particular attention is paid to the training of specialists who are able to create innovations. There is affected the major cognitive problem — the problem of knowledge transfer. There are proposed two options for solving it. There is considered the experience of implementing a joint SarPhTI and Intel Corporation program of producing the innovative products in the field of computer technology. It’s specially noted that education at the university should be closely connected with the market needs in high technology products, while implementing real innovation. Therefore, SarPhTI needs to participate in Skolkovo project. Skolkovo needs innovative ideas and innovative groups, as the key elements of innovation. And SarPhTI has the experience in setting up such groups and ensuring their efficient work. So, SarPhTI and Skolkovo have all prerequisites for starting the active phase of cooperation. It can efficiently be carried out according to the priority areas: nuclear and information technologies. Other areas are also not excluded, especially because the modern world has practically no single experiment, which is not carried out without the prior simulation, which is the area of Mathematics and Information Technology. This cooperation will be mutually beneficial, since it includes the active participation of faculty, graduate students and undergraduates in the exchange of knowledge. SarPhTI accumulated experience in the development of “startups”, which can be used successfully in Skolkovo, both directly and indirectly, through the various kinds of its analysis.
