Рассмотрены проблемы черной металлургии Германии в ситуации резкого роста издержек в связи с энергетическим кризисом, непродуманной климатической политикой и отказом от доступных по цене российских энергоносителей. Выполнен анализ ведущих факторов снижения конкурентоспособности немецкой черной металлургии, в том числе динамики цен на энергоносители и электроэнергию и платежей за выбросы парниковых газов. Проведена оценка тенденций деиндустриализации отрасли и перспектив закрытия и релокации предприятий в связи с ростом издержек и падением конкурентоспособности. Исследованы новые вызовы черной металлургии Германии, связанные с объявленными администрацией Д. Трампа высокими тарифами на импорт стали в США из стран ЕС, а также с конкуренцией на рынке Китая. Проанализированы первые шаги пришедшей к власти в Германии коалиции ХДС-СДПГ по поддержке производителей стали, дана оценка по возможности смягчения для отрасли введенного в ЕС пограничного корректирующего углеродного механизма (СВАМ), включая сохранение бесплатных разрешений на выбросы.
