Abstract

Russia’s signing of the Paris Agreement in 2019 and country’s ecological regulatory and legal impose commitment to reduce greenhouse gas emissions. One of the key areas is the reduction of emissions from industries, as the main emitters of harmful emissions. Among them steel producers occupy one of the lead positions. And although the market-based economic system creates certain incentives to reduce carbon dioxide emissions, as the main greenhouse gas of ferrous metallurgy, these incentives are not enough for radical changes. This is one of the failures of the market and requires government intervention. The main tool to encourage enterprises to decarbonize production is the introduction of carbon dioxide quotas, the mechanism of which is called the carbon tax. Unlike a number of countries, Russia has not introduced this tax yet, but discussions are underway to encourage the reduction of greenhouse gas emissions. At the same time, despite all the stimulating functions and positive consequences of creating and introducing a carbon taxation system, it is necessary to understand what kind of burden will form on metallurgical enterprises. The starting point of the analysis of the last one is to determine not only the taxation mechanism itself, but also the minimum value of the rate, starting from which incentives for the introduction of decarbonizing technologies are formed, which is the purpose of this work. This will make it possible to determine the additional financial burden on industry enterprises and form their expectations in the event of a carbon tax.
The article was prepared as part of the research work “Results of regionalization of greenhouse gas emissions and development of an approach to accounting for the impact of the carbon unit price on incentives for the implementation of decarbonization technologies in the main non-resource sectors of the Russian economy” of the most important innovative project of national importance “Unified National System for Monitoring Climate-Active Substances”, approved by the Order of the Government of the Russian Federation dated October 29, 2022 No. 3240-r.
