Increasing the level of technological innovation and energy efficiency in industry is one of the strategic landmarks for the dynamically developing national economy, which determines its growth rate, production capabilities and level of costs in the industry. In the meanwhile, the global power generation sector follows 3E Concept: Economy, Energy and Environment. Its essence lies in the close interconnection of these three categories: “clean” energy should ensure economic growth without harm to the environmental situation in the country and its regions. The Kemerovo Region implements a new Clean Coal – Green Kuzbass concept. This is a largescale activity plan meant to transform the mining region into an ecologically safe territory with comfortable conditions for human life and health. Within the framework of this concept, the project on Technological Facilities for Partial Replacement of Pulverized Coal Fuel by Coal–Water Slurry Fuel at Thermal Power Plants was proposed. The main objectives of the project are: to improve the environmental situation in the Kemerovo Region; to reduce the cost of generating electric andthermal energy; to create new jobs in the region; to scale up the activities, including the global market access. Herewith, implementation of the project is accompanied by both the environmental effect of the safe coal–water slurry fuel and the social effect as the increased employments (steam shop of the West Siberian TPP).
