The relevance of such a formulation of the problem is related primarily to the increasing demands for quality of engineering education as engineering personnel — the main potential of the economy based on knowledge. On the other hand, the economy of the regions should be based on frames produced by the federal universities, which are only 7 in Russia (excepting MSU and SPSU), and they solve the problem of personnel training for the region and the development of innovative ventures considering specific characteristics of region. The article is devoted to developing a universal approach of innovation and entrepreneurial infrastructure and operations, both during training and cooperation development with business, which also includes an understanding of industrial production. Taking into account that any work, including production, is being made by a human, universities in the article are represented as organizations involved in the release of personnel at all levels for the innovation economy. Based on the results of the study, a variant of the organization of innovation and entrepreneurship in universities is proposed.
