This article analyses the conversion of personnel training system for oil and gas and mining industry to the two-day form. There are also analyzed such aspects of modernization of Russian education, as introduction of new educational standard, competency approach etc. There is described the system of partnership interconnection of Ukhta State Technical University with leading enterprises-employers. Special attention is paid to formation of university complex and innovation territory cluster “Oil and Gas Technologies” on the basis of Ukhta State Technical University and prospects of their development in the context of Russian arctic strategy. There is defined and substantiated the role of Usinsk and Vorkuta subsidiaries of Ukhta State Technical University as the outposts of university complex in relation to Arctic projects and total Far North mastering strategy.
