This article describes the decision-making process on placing of money resources for reception of additional income and its subsequent effective utilization. One of main objectives of State Atomic Energy Corporation “Rosatom”, directed on maintenance of a transparency of money resources expenditure and increasing of accepted administrative decisions quality, is designated. There are listed the facts of success of realization of the projects, realized for the goal achievement. Taking into consideration the hierarchy of nuclear complex management, there is offered a scenario approach on management of money resources of a complex. The offered scenario approach includes certain set of mechanisms of placing of money resources for each of three alternative approaches. There is developed the program software, which allows to make a decision on placing of money resources, depending on the set parameters and existing restrictions.
