According to the author's estimation, 800 t of industrial resources of gold are concentrated in anthropogenic complex of placer gold mining of Magadan region.
The existing rules and regulations do not allow to hold the wide and efficient usage of existing methodology and technology of rock mass processing for increasing of volumes of placer gold mining. The reason consists of the approach of legislator to these reserves from the position of their primary processing, which draws the corresponding requirements.
According to the foregoing, this article proposes to undertake the following measures:
-formalization of gold as goods;
-definition of the legal nomenclature «processing of mining wastes with obtaining of marketable products»;
-development of the conditions and their processing rules;
-establishment of the mining wastes processing tax;
-application of a rate by not more than 2% of amount of obtained products.

Practical conversion to the continuous development of residual complex of placer gold mining in Magadan region makes it possible to do the following operations:
-creation of new workplaces;
-stabilization of placer gold mining at the level of 12-14 t per year;
-organization of new marketable area «Gold nuggets of Kolyma»;
-provision of the stability of mine branch for nearest 50 years.
