Principle of national security in the safety of the state with the necessary resources, including minerals, is obvious. Mineral resources (MR) of modern Russia have been formed by more than 90-year history. Both the discovery of deposits, the involvement of metals and industrial minerals made an affect on a development of new technologies and contributed to progress at a certain stage as well. The contribution of the mineral resources sector in Russian economy is more than 35% of the gross domestic product (GDP).

The basis of the development concept of Russian mineral resources applies a balanced mineral resource policy, what corresponds to the principles of national security interests and priorities of the state. In the MR development strategy of the European Union, the important place is given to the Program on critical metals and minerals, for sustainable development of different technologies and the future potential replacement of metals and industrial minerals.

Finland is a member of the European Union and a world leader in the management of mineral resources and mineral sector. It plays a very significant role in the economy of the mineral sector. Finland's experience in making a development strategy for mineral resources sector is also interesting because it is located in similar geological conditions on the territory in comparison with Republic of Karelia. For Republic of Karelia, it is the perfect model sample in the area.

Under current conditions, this means that there is a need to develop concepts and programs for MR development in the Republic of Karelia on the basis of the strategy development of the mineral resources sector in short and long term period.

It`s conceptually necessary to meet the challenges of economic development of the Republic of Karelia through sustainable development of its mineral resources and mining industry. It helps to apply the management decisions of modern strategies for the development of individual deposits. The prevention and remedying of negative effects of the environment damage should be taken into account. In the first place the market conditions should be considered, as well as a rapid response to favorable economic situation.

It is necessary to continue the development of any kind of activities to enhance the impact of mining industry, which should be based on knowledge that must be characterized by the effective use of resources and low environmental impact on the Nature. The knowledge base of Karelian natural resources should be more widely used by local authority. The knowledge base should also optimize the management of various kinds of mineral resources. It happens in the context of sustainable balanced development of Karelian regions – the development of technologies for collecting and storing knowledge about mineral resources in comparison with other economic activities.

It is very important to continue the further improvement of local mining legislation in the management of the MR by strengthening of the environmental responsibilities, simplification of licensing procedures and strengthen accountability for the efficient use of mineral resources.
