Implementation of large investment projects and residential housing in the Murmansk Region needs constructional materials and building products of high quality. This article briefs the current and future possibilities of using industrial waste and natural raw materials available in the Kola Region for the production of binders, concrete and other engineering materials based on development projects of the Silicate Materials Technology Department at the Tananaev Institute of Chemistry and Technology of rare Element and Mineral Raw Materials, including team projects with the Mining Institute of the Kola Science Center. Russian Academy of Sciences. Producibility of Portland cement using the local raw materials is discussed as this product is delivered from other regions. It is shown that production of the efficient resource-saving composite binders—slag Portland cement, lime–slag cement, slag–alkaline binder—is possible with copper–nickel slag accumulated by the Kola Mining and Metallurgical Company. The results obtained by the two institutions mentioned development of material for backfill and support in underground mines based on the local waste are presented. The raw materials base suitable for production of building and facing stone, sand—gravel aggregates mortar sand by the beginning of 2018 is characterized. Geological reserves at the proven and operated deposits of basic kinds of stone are described. The possibility of producing dense aggregates and heavy concrete, ornamental aggregates and facing materials from these stone kinds is discussed. The expediency and feasibility of using hard overburden rocks from the Khibiny deposits in compositions of sand–macadam, road concrete and concrete mixes are justified and proved.
