We made a review of the state and dynamics of tin raw materials mining and refined tin production in Russia and in the world for 1991–2016. Increase of tin raw materials supply in 1991–2007 is mainly explained by mining growth in China because of its successful geological and exploration works for satisfaction of demand for tin. The state of global market of tin raw materials in 2008–2015 is the result of decreasing of Chineese economic growth rate and tin consumption. Myanmar becomes a new large source of tin raw materials. Nowadays, the main factors of high volatility of the global market of tin is the illegal mining and trading of tin raw materials, expectations of exhaustion of raw materials base of tin in Indonesia. The problems of Russian tin industry are the result of location of tin mining productions in complex geographic conditions and law economic rates of mining of large but not rich deposits. Transition from planned economics to the market one with low prices for tin and with absence of enough investments in production lead to a rather large drop of supply of tin raw materials. The collapse of production of refined tin in Russia is a result of inefficient interactions of Novosibirsk Tin Combine (a monopolist) with independent Russian tin mining enterprises and unsuccessful work of the filial trader site in London. Import substitution of marketable tin in Russia is possible with renovation of metallurgical production of refined tin and intensification of tin mining projects.
