The technical approach described in the article allows justifying the economic expediency of production using mining waste. The production can be beneficial in many instances, owing to adjacency of business agents engaged in manufacturing, distributing, consuming and exchanging activities. The approach is based on the evaluator of the local market capacity relative to mining waste conversion products. In order to find the capacity of markets relative to waste products, the algorithm contains a procedure of overlapping of contour lines of consumer costs set for the mining waste conversion products and contour lines of costs of the analogous value products delivered from the remote areas relative to the market under analysis. As a result of the overlap of the contour lines, preference (competitive ability) segments are revealed in the local markets for the products manufactured from waste. In the capacity of the boundaries between the local market segments, the algorithm assumes the contour lines of competitive costs set at a certain grading for different kinds of products manufactured from waste. In view of the nonuniform distribution of the demand, price and cost of products manufactured from mining waste over the area of a local consumer market, the cumulative profi t margin of saturation of different segments in the market will enjoy different increment. The plants engaged in the conversion of mining waste will forward products initially to the local consumer market segments that offer the most competitive prices and then to the market segments with less competitive prices, and so on down in price. The cumulative profit of local marketing of products manufactured from mining waste will equal the integral sum of profi ts made in the market segments. Manufacture of different products from mining waste will be expedient if the cumulative profit of marketing of the use values will be higher than minimum permissible value to ensure the wanted (required) level of the production efficiency in the specific mineral mining regions. The preferred areas in the activity of plants engaged in conversion of mining waste will be the areas that enable the highest profit of the production and sales of the use values in the local markets.
